几内亚多党民主运动的特点

摘　　要：90年代初开始的非洲多党民主运动在非洲大陆掀起了普遍的动荡与战乱,经济遭到严重的破坏,人民生活更加贫困。但几内亚却是一个例外。几内亚一直保持着政局的基本稳定和经济的持续增长。1993年的经济增长率已达到4.5％,1994年又上升到5％。因此几内亚人民经常自豪地说;“几内亚是个与众不同的国家”。在这场灾难多端的多党民主运动中,几内亚能保持较好的国内形势是由于其多党民主运动采取了与众不同的方式和进程。同时,这也同几内亚人民的历史文化传统和几内亚得天独厚的自然条件有关。Amid the wave of the multiparty democratic movement in Africa, Guinea has consistently maintained a basically stable political situation and sustained eco-nomic growth. The chief characteristics and experiences of the Guinean multi-party democratic movement are as follows; One, the insistence of making laws first before lifting the ban on party activity and organizing elections; Two, the insistence of organizing and guiding elections by the government; Three, the arrangement of democratic transition process according to the national condition of the country; Four, dealing with the opposition with both toughness and dialogue; Five, paying serious attention to educating all the people about stability and unity, and duly meeting the rational demands of the masses of the people. Besides, the more profound reasons lie in Guinea s special national tradition and social political conditions: Firstly, the Guinean people have both the glorious tradition of defending their national independence and the national character of neither submitting to external pressure nor casually catering to the trend; Secondly, Guinea enjoys a relatively relaxed ethnic relations; Thirdly the opposition forces are comparatively weak in Guinea and are in a state of split; Fourthly, the political, economic and socia' crises in Guinea are not very serious.
