黑非洲国家政治民主化进程的理论思考——论民主政治与商品经济的关系

摘　　要：目前国内学术界围绕着黑非洲国家政治民主化问题的研讨所产生的歧议主要反映在以下两个方面:其一,黑非洲国家在现阶段是否适宜搞民主,换言之,是否具备实行民主政治的条件;其二,黑非洲国家需要什么样的民主政治。实际上,这是一个问题的两个方面,回答了前者,后者自然也就有了定位。Various factors have influenced or limited the political development, especially the present process of political democratization in post-independence Black African, countries. Factors like inertia of the traditional polical system and the colonial heritage have exerted their influences while social structure and cultural psychology and other factors have caused limitations; in the final analysis, however, the key limitation lies in the low level of productive forces, particularly the under-development of commodity economy. The level of development of commodity economy not only directly relates with the degree of political democracy, but also exerts indirect influences over the process of political democratization in Black Africa by working through the other factors which usually have impact on political development, such as social structure, social strata, level of national integration and cultural tradition.
