摘　　要：联邦德国的公共体育管理是指联邦政府根据基本法的条例制定和实施各种体育政策和措施的总称。联邦政府按照辅助原则行使其扶助权利，即“国家的促进体育作用实际上是对自助的帮助”，是在自治体育团体需要帮助时才给予的援助。联邦政府以放弃直接的干预行为转而承担部分财政援助的方式来实现其宏观调控的目的和基本法的义务。The public sport administration in the Federal Republic of Germany is indicated that a series of sport policy and a set of sport measures which are made by the Federal Republic of government are put into action according to the basic law. The government made its duty and power according to the principle of assistance, That is to say that the government plays an assistant part in promoting the development of physical education and sport when the sport self-management association needs help. The federal republic of government accomplishes its task and duty not through the direct management, but through financial assistance.
