德法出租汽车业发展经验及对我国的启示——出租汽车电召服务视角

摘　　要：通过赴德法两国实际考察和资料分析,介绍了德法城市交通发展政策背景下的出租汽车营运车辆、运价、服务方式和行业管理等概况,重点总结了德法出租汽车主要服务方式——电召服务发展特点和经验,结合我国出租汽车业发展现状和特点,从科学定位、顺应需求、完善电召服务运行机制、细分行业指导、加大候车点建设、完善价格体系等方面提出推进我国出租汽车健康发展建议,为各级政府行业管理部门指导出租汽车发展提供参考.Through analyzing the actual inspection and data of Germany and France,the article describes the overview of Germany and France that is about taxi operating vehicles,freight rate,service delivery and industry management in the context of the policy development of urban transport. The article focus summarizes development characteristics and experiences for the on-call service,which is the major taxi service in Germany and France. According to the development status and characteristics of China's taxi industry,the article promotes taxi development proposals for China,which are consist of the scientific orientation,comply with the demand,improvement of the on-call service operating mechanism,the guidance of industry segments,increasing the waiting point construction,improvement of the price system and so on. Thus,it can provide a reference for guiding taxi industry development for government administration departments.
