城乡居民社会养老保险政府补贴问题研究--基于广东省的实证研究

摘　　要：文章运用第六次人口普查数据和2011年财政数据,对广东省城乡居民社会养老保险的省级和市县两级政府补贴额度进行测算和分析。结果发现,省级财政有能力承担对城乡居民社会养老保险的补贴,农村居民个人缴费标准的制定也能够满足不同收入群体的要求,但市、县财政面临的压力存在显著地区差异。因此,中央政府应尽快明确城乡居民社会养老金补贴增长机制,并根据经济发展水平,更加细致地重构各级地方政府的财政关系,实现基本养老保险的城乡整合和地区整合目标。Using the 6th national census data and 2011 financial data, this paper calculated subsidy amount from provincial and city government to rural-urban residents social pension insurance in Guangdong province, it is concluded that the provincial government is capable of undertaking the subsidy while the cities and counties in the most undeveloped areas will in financial straits. Therefore, it is not only necessary to construct growth mechanism of subsidy of rural-urban residents social pension insurance but also need to reshape the financial relationship among various levels of government.
