摘　　要：改革开放以来,地方政府角色与行为模式发生了根本性变化,本文将其定义为"地方政府企业化"。上世纪80年代末,土地成为地方政府追逐自身经济和政治利益的关键因素。在此基础上,提出问题:地方政府企业化呈现怎样的特点和行为逻辑?本文以地方政府开发土和利用土地为切入点,选择H省S市——一个经济基础较薄弱的中小型城市进行个案研究,分析土地开发和转让中的政府行为,试图理解地方政府企业化行为的模式及带来的后果。Since reform and opening,the role and behavior patterns of local government has undergone a fundamental change,which be defined as ' entrepreneurial local government. ' After land reform,landresource become the key factor for local government to pursue their own economic and political interests. What are the characteristics and logic ofentrepreneuriallocal government? In this paper,we select S City,H Province,a small-sized city as case to analyzelocal government's actionin the process of land development and transfer of, trying to understand the local government entrepreneurial behavior patterns and consequences.
