Whether the Syria-Israel peace talk can proceed smoothly or not will be determined to a great degree by whether the questions of security and water resources can be rationally settled.Directly related with security and water resources is the boundary question between Syria and Israel. There are three boundary lines between them: One, the mandatary line drawn by Britain and France in 1923, i. e. the international border line; Two, the ceasefire line of 1949; Three, the June 4th 1967 line, or the line of actual control by the two countries. How to draw a demarcation line between Syria and Israel after the latter withdraws from the Golan Highlands? Although the ceasefire line of 1949 is most advantageous for Syria, yet proceeding from the actual condition, Syria has put forward 'the line prior June 5, 1967', i. e.the June 4th 1967 line, the reason being that it conforms to the UN Security Council Resolutiion 242 that 'the Israeli armed forces withdraw from the territory they occupied in recent conflict'. The international boundary line is to the most advantage for Israel, but it is disadvantageous for Israel's defence, and because of the question of waterhead, neither can it ultimately solve the question of water source. Therefore, some Israeli political and military circles believe that there should be a fourth boundary line between Syria and Israel, which is both advantageous to Israel's defence and to its effective control over the water resources.
