摘　　要：90年代中国计划生育形势发生了巨大的变化,计划生育的内容和工作方式也在发生转变。但是现行政策在基层执行的情况如何呢?通过对10省12个村部分群众和计划生育干部的调查,我们发现:生育率近些年确实下降较快,但是地区差异还很大,计划生育工作中的老问题仍然存在,而且又出现了许多新情况、新问题,对计划生育的形势仍不能过于乐观。In the nineties, family planing situation in China is undergoing tremendous changes, and the working contents and methods of family planning are also in transition. But to what extent the current policy has been implemented at the grass-roots level? Results from a survey of the masses and the family planng cadres from 12 villages in 10 provinces show that, while overall fertility has been actually declining very rapidly in recent years, marked differences still exist in different areas, and new problems are emerging in family planing work when the old maintain, not leaving a very optimistic look at family planning situation in China.
