The firststage was noted for dismatling the existing industrial facilities. The second stage was noted for theconsultation between Japan and those developing nations to receive compensation. Influenced bythe world situation and also controlled by American Far East policy,the compensation wasstamped deeply with the brand of the Cold War,and was utilized by America and Japan,so it wasdistorted.On one hand it brought about a great advance in Japan’s economy,on the other hand itbecame the important supplement for American Cold War policy。
