摘　　要：经济的发展必须兼顾经济社会平衡协调。城乡统筹发展与基本公共服务均等化是我国当前最普遍、最核心的社会转型实践,是我国经济社会发展相互对接协调的关键地带,是以城市为中心的各级地方政府管理创新和政策实践的重点、焦点。如何将城乡统筹发展与基本公共服务均等化更好地结合起来、确保有机一体地实施是我国当前亟需探讨解决的重大公共管理问题。In economic development,a country must take into account coordination between economy and society.At the moment,coordinated development between urban and rural areas and equal access to basic public services are two social transition practices that are the most broad-based and most substantial in China.They are also a key interface connecting our country's economic and social development as well as an important area and a focus of management innovation and policy implementation by all levels of local governments,especially local governments in cities.How to better integrate coordinating urban and rural development and providing equal access to basic public services and ensure they are carried out organically will become a major issue about public administration that merits our prompt investigation and resolution.
