摘　　要：国务院刚颁布了《关于支持福建省加快建设海峡西岸经济区的若干意见》。当前海峡西岸经济区建设正处在一个新的历史起点上,如何更好地贯彻落实《意见》,抓住机遇、乘势而上,是摆在我们面前的现实问题。本文提出关键是要把握好"学"、"研"、"谋"、"行"四个环节,努力做到学习到位、研究到位、谋划到位和行动到位,以实际行动推动海峡西岸经济区建设跃上一个新的台阶。May of this year, State Department promulgated several notions on supporting Fujian province to quicken constructing western coast economic zone, which pointed out the aftertime developing direction of western coast by designing western coast's whole development from the overall strategic altitude. At present, the construction of western coast economic zone is at a new starting point historically, how to implement the notion better and catch hold of the opportunity to make improvement are realistic questions before us. This paper brought forward the key for settle theses questions is to grasp four sectors learn, research, strategy, and practice, and to stick at realizing these designated positions, so as to promote the construction of western coast economic zone reach a new step by practical activities.
