摘　　要：责任政府作为现代民主政治的一种基本的价值理念和范式设计,是当今世界各民主国家政府改革的基本价值取向,责任政府的建构也是政府民主管理制度化、规范化、程序化的重要保障。行政问责作为一种对政府及公共管理者进行责任追究的制度安排,有助于激发政府及官员的德性并确保其责任的履现,并为建构责任政府发挥保障和促进作用。从法制建设、制度建设与机制建设三个维度,探寻完善我国行政问责制的有效路径,具有重要现实意义。As the basic concept and paradigm design of modern democracy,the responsible government is the democratic countries’ basic value of the government reform;its construction is the important safeguard for the democratic management.Executive accountability system as an institutional arrangement to pursue liabilities of governments and officials is helpful for arousing their morality and holding responsibilities,and promoting the construction of the responsible government.Seeking the way to standardize the executive accountability system from three dimensions is of great practical significance.
