摘 要:世界各国的国防科技工业都面临着新的竞争环境和竞争方式。"为竞争而合作、靠合作去竞争"的动态联盟成为国防科技工业进行组织创新的有效手段。伙伴选择是动态联盟中一个十分重要的问题,伙伴挑选的成功与否直接关系到动态联盟的合作效果和成败。通过构造群体排序矩阵Gk发现了Bernardo群决策方法是线性分配法的推广,通过分析线性分配法的缺陷指出了Bernardo群决策方法的不足,进而提出了改进的Bernardo方法。建立了具有资源约束的伙伴选择的改进Bernardo模型,不仅可以求得资源约束下候选伙伴的优劣排序,还能求得资源约束下参与动态联盟的最优伙伴数量和最优伙伴组合方案。Every country's national defense industry is faced with new competitive environment and manner.The idea of virtual enterprises(VE),which is cooperating for competition and competing by using of cooperation,it is an effective manner for innovation of national defense industry.Partner selection is an important part of the formation of VE.Whether the partner selection is successful or not is related to the cooperation effects of VE.That Bernardo group decision making method is the extension of linear distribution method was discovered by constructing the matrix Gk,the disfigurements of Bermardo method was pointed by analyzing linear distribution method defect,the improved Bernard method was proposed.An ameliorated Bernardo model for partner selection in virtual enterprises under the multiple resource restrictions was set up,by which the order of candidate partners,the best partners amount and the best combination scheme were solved.
