摘　　要：电子政务发展迅速,但不同行政级别的行政部门之间案卷信息的上报下达仍没有很好地解决,尤其在异构系统之间这个问题更加明显。文章分析了报件业务模型,提出了适应异构系统的电子报件系统的体系结构。该系统彻底地解决了异构系统之间的业务数据的传递,能够适应用户业务的变化,在国土资源电子政务中得到了应用。With the development of E-Government,the problem of files transfer among different levels or departments has not been properly solved,especially between heterogeneous systems.This paper analyzes portfolio model and put up with the system which well fit electronic file-reporting system.This system fully settles the transition of operation data between heterogeneous systems,accommodates users' variation.It is widely applied in the E-Government of Bureau of Territorial Resources.
