摘 要:在回顾分析一般公路网合理发展规模确定方法的基础上,对影响收费公路合理规模的3个要素的地位和作用进行了分析,提出了收费公路合理规模确定的原则。结合收费公路的特点,从收费公路规划决策者和用户的角度,建立基于双层规划的收费公路合理规模优化模型。其中上层模型是从收费公路规划决策者的角度出发,优化收费公路规模,使得收费公路总效益最大化;而下层从用户的角度出发,采用随机用户平衡模型来描述用户的出行规律,合理安排出行者的出行路线。采用遗传-模拟退火算法混合优化策略对该模型进行求解,提出求解思路和步骤。并结合河南省收费公路合理规模确定实例,对模型科学性进行了验证。First,the principle used to determine toll road rational scale was proposed and the status and function of the three elements which affect the toll road rational scale was analyzed on the basis of reviewing and analyzing the method used to determine rational scale of general road network.Then,with consideration of the characteristics of toll road,rational scale optimization model of toll road based on bi-level programming was established from both the toll road planning decision-maker's and user's perspective.The scale of toll road was optimized to maximize the total benefits in the upper level of the model from the toll road planning decision-maker's perspective,while the stochastic user equilibrium model was adopted to describe the user's travel pattern to arrange travel route reasonably in the lower level of the model from the user's perspective.Finally,the genetic simulated annealing algorithm hybrid optimization strategy was chosen to solve the model and the idea and steps of solution were proposed.The scientificity of the model was verified by combining the instance of determination of toll road rational scale in Henan province.
