加强林业站建设 为全面推进集体林权制度改革提供坚实的基础保障  

Strengthening the Forestry Stations' Construction to Provide a Solid Security for the Promotion of Collective Forest Ownership Reform in an Overall Manner

摘　　要：全面推进集体林权制度改革(以下简称林改)是贯彻落实科学发展观的客观要求。林业站在推进林改中发挥了政策宣传员、技术指导员、勘查测绘员、纠纷调解员、数据录入员、质量检查员、林农服务员"七大员"的作用。根据林业站在林改和现代林业建设中的地位和作用及存在的困难和问题,笔者认为加强林业站建设,为林改提供坚实的基础保障,应着重抓好五个方面的工作。Promoting collective forest ownership reform in an all-round way is the objective requirement to implement the Scientific Concept of Development Forestry stations have been playing the roles of policy disseminator,technical guide, surveyor in inventory,intermediator,record taker,and quality checker and information provider to forest farmers.According to the status,function,and existing difficulties and problems of forestry stations in forest ownership reform and the modern forestry construction,the author thinks that priorities should be given to five aspects in strengthening the forestry stations' construction so as to provide a solid basic security for the forest ownership reform.
