摘　　要：近几年出台的新政策,使非学历民办高等教育机构的发展环境发生了改变。在新的政策环境下如何正确定位,选择什么样的发展道路,是非学历民办高等教育机构未来发展面临的重大问题。本文从发展定位现状、存在问题、政策建议等方面对非学历民办高等教育机构发展定位问题进行深入分析。In the recent years, as the new policies of private education are issued, the environment of the non-academic private higher education institutions is changing. It is an important strategic question for non-academic private higher education institutions to make a choice on which path and localization in the new historical conditions and policy environment. This paper makes a deep analysis on the following questions: current localization, principle problems, and policy-related proposal, etc.
