摘　　要：针对独立学院发展中存在的问题,国家教育行政部门近期出台了《独立学院设置与管理办法》。该《办法》对规范与促进独立学院健康与可持续发展,具有重要意义。但该《办法》同时也存在与其他法律法规不衔接、政策价值取向不平等等不足,需要在理论上加以探索,在实践中进行调整。With an view to the existing problems in the development of the independent colleges,a department of the Ministry of Educationa has recently set forth the regulations on the establishment and management of the independent college,which is significant in terms of regulating and promoting the sustainable and sound development of the independent colleges.However it also poses some inconsistence with other relevant regulations and laws,and even the value priority,thus it is concluded that a further theoretical explorations are needed and while some modifications should be done in the process of its application.
