摘　　要：本文运用了文献资料法、专家访谈法和分析对比法对我国足球裁判员的现状与发展进行了分析,并从"黑哨"产生的原因、"裁判问题"对我国足球运动的影响、完善法规制度和制定裁判员培养长远计划等方面进行研究,以期对我国足球水平进一步提高提供有益的见解。To analyze our country football referee from current situation and development with the literature study, the way of the expert discuss and antitheses, which researched from the reason of the black whistle, the question of the referee, perfect legislation and referee to train plan that we hope provide good ideas for our country football to make progress.
