摘　　要：党的十七大报告提出了推进"军事管理创新""加强科学管理"的重要论断,军队管理内涵大大拓展,对军队领导干部管理水平提出了新的更高要求。文章指出决策部署能力、落实能力和科学发展能力是军队领导干部管理水平的综合体现和反映,应着力加以提高和增强。Since the 17th CPC National Congress made important decisions in its report to push forward 'military management innovation' and 'strengthen scientific management',military management has been greatly extended in its connotation and a higher demand has been imposed for leadership management level.The article points out that military leadership management level is integratively embodied and reflected in decision making and deployment ability,fulfillment ability and scientific development ability,which should be improved and strengthened.
