摘　　要：通过调查统计、聚类分析、搜集信息等方法,对哈尔滨承办"十冬会"的能力进行了评估,同时系统地阐述了评估方法及其理论依据,最后指出哈尔滨承办大型体育赛会的优势与不足。Using the methods of survey statistics, cluster analysis and information collection, this paper evaluates the capacity of Harbin hosting 10th national winter games, meanwhile systematically demonstrating the methods and the theory on which the methods are depended, finally, Finding out the advantages and disadvantages of Harbin to stage mega sporting events.
