摘　　要：对进口原油依存度的日渐攀升和原油进口合作国政局的不稳定,使我国原油进口的潜在风险凸现,中亚地区和俄罗斯等国是有待我们发掘的安全、稳定的原油进口渠道,通过收购等方式也可低风险地获取国外原油;当前我国的石油储备体系很脆弱,只能满足国内7天的需求量,形势严峻,必须尽早着手石油储备体系的建设;我国目前石油安全性不高,2020年的石油安全主要取决于对外战略进一步实施的效果。因此,应当加大对外战略的实施力度以确保我国石油有较高的安全性。The potential risks caused by increasing dependency for oil import and instability of political situations in oil exporting countries is protruding. The countries including Middle Asia and Russia are the potential channels to import oil for China and they are safe and stable sources. The results of diplomatic strategy play the key role for oil security in 2020. The ways such as merger are also can obtain foreign resources with low risk. The oil storage system is weak in China and just can meet 7days domestic demands. The task of Constructing oil storage system is urgent.
