摘　　要：目前,我国防护林的建设,计划经济色彩相当浓厚,表现在:投资没有预算;资金使用上存在平均主义;工程实施缺乏竞争等。为了加快工程的建设速度和提高建设质量,应该引入市场机制,并使之与行政手段、法律手段相结合,以保证工程建设的顺利完成。There are still some characters of planned economy in the construction of shelter -forest, Such as no budget for investment, equalitarianism in funds allocation and shortage of competition. So market mechanism should be applied together with administrative and legal measures so that the construction of shelter-forests can be accelerated and improved.
