摘　　要：军队政治工作效益受多种因素的制约。从其内部联系和外部关系分析，主要有四个因素：即党对政治工作的领导，政治工作的目标价值，政工干部的素质和客观环境的影响。对此加以研究和分析，有助于人们正确把握政治工作的客观地位，有助于公正评价政工干部的作用。The effect of military political work is restricted by many factors. Analysing from its inner and outer relationship, there are mainly four factors: the leadership of our Party, the target value of military political works, the quality of the political staff and the effect of objective environment. Researching and analysing it in this way will help people to grasp the objective statue of the political works correctly, to evaluate the function of the political staff fairly and to strengthen and improve the political work under the new situation.
