摘　　要：本文在回顾总结了香港经济发展的社会经济模式和产业经济模式，并分析其形成的条件，在此基础上提出了大连要实现建设北方香港的战略目标以及为实现这一目标的战略决策。Based on an analysis of Hong Kong economic models and a comparison of economic levels and development condition between Hong Kong and Dalian, a development strategy for Dalian in next century has been proposed in the paper. According to the authors, the Hong Kong economic models consist of social - economic model, free market economy + regional autonomy + mixed culture of the orient and the west, and industrial economic model, to give priority to the development of tertiary industry + an inverted pyramid structure of industries. In order to develop a 'North Hong Kong', a more open policy should be taken, and a reasonable industry structure,stabling the first, stressing the second and promoting the tertiary industry, should be constructed in Dalian.
