摘　　要：坚持按文物法规办事做好文物的保护利用管理工作马文治有效地保护和管理文物资源，是国家和政府职能的重要体现。一个国家、一级政府可以运用各种手段对文物进行有效的保护和管理，但制定和实施各种法律规范是其中最根本最有效的手段。实践也证明，只有把文物保护管理工作...Abstract　　The writer in this article outlines the central idea of The Statutes of Preservation of Cultrual Relics of the People's Republic of China,and with reference to this document,recalls and summarizes the situation of Gansu Province in practising the statutes of cultural relics concerned during the past 15 years.The author holds that a great deal of notable achievements have been made,on the part of the departments as well as workers in charge of cultural relics,but there is still much to be desired.He stresses that the management of cultural relics must hereafter be put into the course of legal system so that the will of the state will be turned into behavour norms for the whole society,thus preserving and managing cultural relics most effectively
