摘　　要：文中提出了基于重叠三角型区域和仿射变换的运动估值算法，研究了预测差值图象分割和差值图象编码方案，实现了一种比特率低于６４ｋｂ／ｓ的视频编码算法．A new motion estimation and motion compensation algorithm based on overlapped triangular patch and affine transformation is proposed in this paper. And then a segmentation method is presented to extract important information from a interframe predicted difference picture, and the important difference information are coded efficiently. As a result, a video coder is implemented with bit rate lower than 64kb/s.
