摘　　要：　阐述百色水情测报系统建设的必要性,论证通信组网方式,分析选择通信卫星星源,确定系统功能及设备配置,选择符合库区实际的站房土建方式。Necessity of Baise automatic regimen measuring & forecasting system is demonstrated. Communication net composition, selection of communication satellite, system function and equipment configuration, civil structure of reporting station building in conformity with the real situation of reservoir area is also introduced.
