摘　　要：Family planning departments will make efforts to strengthen the in formation,education and communi cati on(IEC)programme for the continuing contro1 of populati on growth and effective improvement of the quality of human res ources,said Madam Peng Peiyun,State Councillor and Minister of the State Family Planning Commissi on in May 1997.China has made great achievements in fami ly plan-ning over the past years.The birth rate of its populati on dropped from 33.43 per thousand in 1970 to 16.98 per thousand in 1996,and the total fertility rate of child-bea ri ngage women was reduced from 5.8 to below the re-placement 1evel.It took 26 years for China to accomplish what developed countries have attained in more than 100 years.
