摘　　要：本文通过对人才结构方面应遵循的几个主要原则即功能需要原则,能级对应原则,合理比例原则,经营效能原则,动态发展原则,人员流动原则的论述,阐明在激烈的市场竞争中,一个高水平的国境口岸国际旅行卫生保健的机构必定是一个人才结构合理、人尽其才、才尽其用的有机组合的集体。On the basis of the discussion on some main principles to be followed such as the principles of the need of function, correspondence of ability, reasonable proportion, operation efficacy, dynamic development, floating personnel, in the qualified personnel structure. This article clarifies that the International Travel Health Care Organization of high level territory port must be a reasonable organized group of qualified personnel, in which everyone gives full play to his ability, and everyone's ability utilized.
