摘　　要：邓小平同志南巡以来,我国全方位的改革开放进入了一个新阶段。为抓住机遇,求得我院的生存和发展,必须加大改革力度。院改革办公室经过考察、学习、论证,提出了我院管理体制改革的基本思路。本文叙述了进行院内管理体制改革的目的、指导思想、主要内容和方法步骤,以期引起大家的重视和讨论。Since vetern leader Deng Xiaoping inspected southern China, our country's all-round reform has got onto a new stage. To take advantage of the opportunity so as to make our institute survive and develop, we have to enforce our reform.After inspecting, researching and expounding, the Institute Administration Reform Office has put forward the basic thinking of our institute' s reform in administration system. The paper introduces the reform' s purpose, guide ideology,main coutents and process in order to draw sfaff' s attention and to start a good discussion.
