摘　　要：从文化的视角阐述社会文明素质的基本内涵,以辽宁省承办第十二届全运会为契机,探析大型体育赛事对社会文明素质提升的重大作用,从城市理念、民俗文化、文明礼仪、赛场文化、体育旅游、场馆设施和公共体育服务体系等方面提出切实可行、合理有效的大型体育赛事有效推动社会文明素质全面提升的发展策略。为重塑城市新形象,提升举办城市的社会文明发展水平,获取良好的城市文化发展空间提供实践参考。From a cultural perspective to elaborate the interaction between major sporting events and urban cultural development, by the opportunity of Liaoning Province hosting the Twelfth National Games, to probe the important role of major sporting events to enhance the quality of social civilization, respectively, from the city of philosophy, folk culture, civility, contest culture, sports tourism, sports venues and facilities, and public service system and other aspects, to carry out practical, rational and effective development strategies for major sports events to effectively promote social civilization. Provide practical references to reshape the city's new image, enhance the host city's level of development of social civilization, access to good urban cultural development space.
