摘　　要：沿海捕捞渔民转产转业既有来自渔民自身的主观原因,也有政策、环境造成的客观原因。基于原因不同,补贴主体不应该全部是政府,需要涵盖相关产业、企业,形成政府、相关产业、企业共同负责的渔民转产转业保障机制。而由于渔民经营行为本身的差异,转产转业的补贴方式要有所差异,应建立补贴主体与补贴对象对接的补贴机制,实现转产转业的彻底性和有效性。Production and occupation transfer of the coastal fishermen is impacted from the fishermen's own subjective reasons,also has objective reasons caused by policy and environment. Based on different reasons,subsidies body should not all be committed to the government,it also needs to cover related industries and enterprises.The responsible fishermen transfer security mechanism should be constituted by government,industries and enterprises.Due to the difference of fishermen operating in it,the subsidies' way of production and occupation transfer needs to vary,Mechanism should be established between the subsidies body and the object of subsidies in order to achieve the aim of transferring coastal fishermen thoroughly and effectively.
