摘　　要：听证制度是现代程序制度的核心要素之一。我国现行《行政许可法》对听证主持人制度的规定存在一些不足,成为制约听证会质量的瓶颈,不利于行政许可听证目的的实现。因此,探讨我国行政许可听证主持人制度存在的问题,并针对性地提出完善该制度的一些具体措施,对充分发挥行政许可听证制度的功能,具有重大意义。The system of administrative hearing is the core element of modern administrative procedure. Some shortages exist in the current Administrative License Law on hearing manager system,which becomes the bottleneck that restricts the hearing quality and would be against the realization of the goal of the administrative licensing hearing. It explores the existing problems and presents some specific measures to perfect the system.
