社会养老:国外公务员养老制度改革的新走向——以爱尔兰“公共服务型社团组织”为例

摘　　要：公务员队伍作为一个庞大的社会群体,其养老制度的完善与否直接影响到未来我国行政体制改革的深入。从目前国外发展形势来看,社会养老成为公务员养老制度发展的新趋势,爱尔兰在这方面一直走在前面。下面主要是介绍了爱尔兰"公共服务型社团组织"的基本概况、运作方式及其取得的一些成效,从完善法律制度、扶持社会组织、完善组织内部运行机制、推动政社合作和加强配套制度改革等方面提出了一些对未来我国公务员养老制度改革的一些建议。As a large social group,civil servant pension system immediately determines our future reform of administrative system. From the current development situation at home and abroad,social endowment has become a new trend of civil service pension system,and Ireland has been walking in the front in this area. The following mainly introduces the basic situation,the operation way and some achieved results of ' Public Service Friendly Society' in Ireland,then gives some advices about perfecting the legal system,supporting social organization, improving the internal operating mechanism,promoting cooperation between government and society,strengthening the supporting system reform and so on for the reform of China's civil service pension system in the future.
