摘　　要：基于国家统治和管理效率的双重目标,我国应该合理划分中央和地方的权限,并使权力调整制度化和法制化,通过有选择的集权和制度化的分权,构建相互合作和依赖的中央政府和地方政府关系,实现集权和分权的平衡。Based on the dual goal of state governance and management efficiency, our country should be rationally divided the authority of the central and local governments, and make the power adjustment institutionalization and legalization. Through selective centralization and decentralization institutionalized,building mutual dependence between the central government and local governments, realize the balance of centralization and decentralization.
