摘　　要：简要介绍我国北斗卫星导航系统以及利用北斗卫星导航系统和第三代移动通信网络所组成的无线移动视频监控系统的结构、功能,重点阐述无线移动视频监控系统中移动监控终端的设计与实现。特别是,移动终端设备的主要功能都由国产模块实现,并且很好地解决了视频压缩传输、报文通信、联合定位等关键问题。实际的外场测试结果表明,依据文中设计技术实现的实验系统能很好地完成实时定位、视频传输和通信等任务,其性能指标能够满足一般民用系统的应用需求。This paper briefly descibes the Beidou satellite navigation system,and the structure and function of wireless mobile video monitoring system which is composed by utilizing the Beidou satellite navigation system and the third-generation mobile communication network(3G).And then the focus is on the design and realization of mobile video monitoring terminal.Especially,not only the main functions of the mobile terminal are implemented by using the homemade integrated packages,but also some key problems are solved well,such as real-time positioning,video transmission and message communication.The results of field test show that the experimental system has good performances,and it can meet the general requirements for the civil applications.
