摘　　要：本研究系统分析了《世界残疾报告》发展的背景与过程以及理论架构和主要内容,强调了残疾问题既是一个人权问题也是一个发展问题。该报告总结了世界范围内残疾和康复发展的现状与基本经验,并提出了相关的政策建议。本研究就在残疾人工作中实施《世界残疾报告》提出了相关政策建议。This paper systematically analyzed the background and development of World Report on Disability (WRD). Disability is an issue of human right and development. The theoretical framework and contents of WRD had been discussed. WRD concluded the evidences and proposed recommendations for policy making of disability and rehabilitation. This paper had been proposed WRD implications to dis-ability.
