社区康复与两个体系建设关联性分析

摘　　要：通过简要回顾国际社区康复和我国社区康复的产生、发展、现状和最新理念,以及我国残疾人社会保障和服务两个体系建设的提出、推进和阶段性成效,对两者进行了理论和实践关联的探讨。结论认为,无论在理论上还是在实践中,两者都是相互融合、相互促进、相互支撑,相互补充,两者的推进均以政府为主导、多部门配合的社会化方式进行。两者在实践中均在努力满足残疾人各项基本需求,通过各项政策制度的落实和服务质量的提升,缩小残疾人状况与社会平均水平的差距。This article reviewed briefly the production, development, current situations and the up-to-date philosophy of community based rehabilitation (CBR). It also introduced the backgrounds, facilitation and achievements of social security system and services system (two systems) for persons with disabilities (PWDs). The relations between CBR and two systems were discussed in the theoretical level and practical level respectively. It proposed suggestions on facilitations of CBR and two systems.
