汶川灾后重建的残疾人社会救助政策思考

摘　　要：汶川地震灾后重建出台了对灾残人员实施医疗康复救助、民政救济、就业援助、计划生育扶助、教育援助等多个方面的社会救助政策。这些政策对于构建积极的社会救助机制有多方面的理论启发意义,包括:救急与救穷的关系,残疾人的感恩与他们的权利之间的关系,救助中政府和市场各自的作用边界,以及助残事业的文化意义等。要有效推进这些机制的建立,还需要确立务实的政策操作路径。It is meaningful and worth thinking about the policies of social assistance to the disabled in the process of post earthquake reconstruction.Some important relations should be discussed in academic level, such as:1.the relation between to help a person to deal with an emergency and to help him/her to deal with poor;2.disabled people's gratefulness and their rights;3.the boundary of government and market in the process of assistance;4.the cultural meaning of disability works.Based on these relations,the policies of social assistance to the disabled could be implemented in a more effective way.
