摘 要:文章选择国家财政科技拨款作为财政科技投入的指标,选择国外主要检索工具收录中国论文总数和国内发明专利申请授权数作为科技发展的指标,运用协整检验、误差修正模型、格兰杰因果关系检验以及脉冲响应函数和方差分解方法对中国1991—2008年财政科技投入与科技发展这两者关系进行实证分析。结果表明:中国财政科技投入和科技发展之间存在长期均衡关系,财政投入是推动科技发展的重要因素,其作用是持续的、长远的。最后建议今后财政在增加科技投入的同时要优化结构,提高基础研究和应用研究的比重。The state's public finance appropriation in science-technology is taken as a indicator of the public finance investment and the number of China's academic paper searched by SCI.ISTP.and EI.,and the authorized numbers of domestic invention patent applications are taken as the indicators of the development of science-technology in this paper.Then,an empirical analysis on the relationship between China's fiscal investment in the science-technology and development of science-technology from 1991 to 2008 is conducted by using the cointegration tests,the error correction model,the causality tests and function of impulse response.The results show that there is a long-term equilibrium relationship between the fiscal input and the development of science-technology;the fiscal investment plays a significant role in the development of science-technology and the effect of it is continuous and permanent.Therefore,it is suggested that our public finance should increase its input in the basic innovation and the applied research steadily.
