摘　　要："以人为本"是公共外交的应有之义。中国公共外交尤其要坚持这一原则,体现这一传统和优势。十八大首次将公共外交写入党代会报告,将公共外交提高到国家发展的战略高度,这对新形势下深入开展和扎实推进公共外交具有十分重要的指导意义。未来中国应坚持"以人为本",统筹国内国际两个大局,内外兼顾,扎实工作,开创中国特色公共外交新局面。'Putting people first'is the proper meaning of public diplomacy. As a tradition and advantage, it should especially be held and reflected in China's public diplomacy. At the 18th CPC congress, 'public diplomacy'is written into the report of Party congress for the first time, bringing it to the height of national development strategy, which is of important guiding significance for thoroughly implementing and effectively promoting public diplomacy in the new situation. This paper believes that China should adhere to the concept of 'putting people first', consider the overall domestic and international situations, balance domestic and external demand, and call on people to work in a down-to-earth manner, in order to initiate a new phase in the public diplomacy with Chinese characteristics.
