摘　　要：政府作为历史最长、结构最庞大的社会组织,其组织结构、组织内部的人际互动以及政府组织与社会的互动关系的建立,与一个民族的传统文化或风俗习惯直接相关联。在中国几千年的历史发展中,传统的官僚体制曾经支撑中国文明达到辉煌的顶点,当然,这种体制也最终导致百年前中国文明的整体衰落。建立社会主义政治文明和民主的"权力制约"的政治制度,是遏制目前社会上泛滥的"官本位"流毒的根本办法。The government is thought to be a social organization that has the longest history and the most extensive structure. Its organizational structure and internal communications between people as well as the interactive relationship between government organizations and society are all directly related to a nation's traditional culture or customs. In the thousands of years of Chinese history, the traditional bureaucratic system has helped Chinese civilization reach the zenith. However, it eventually led to the overall decline of Chinese civilization a century ago. The fundamental way to contain Guan Ben Wei, which has been spreading rampantly in society, is to build a socialist political civilization and a democratic political system of 'restricted power'.
