底层公众现实利益的制度化保障——新型社会救助体系的目标和发展路径

摘　　要：我国新型社会救助体系应围绕实现更加可靠的社会救助的总目标,以城乡居民最低生活保障制度为基础,整合主要救助项目,形成新型社会救助体系的"底网",通过补短板,健全社会救助体系,同时通过信息化建设进一步优化社会救助管理。在路径选择上,要以低保制度为基础,整合和连接好医疗、教育、就业和住房等救助项目,做好新型社会救助体系的"底盘",并通过分类救助原则和分步实施策略,实现对贫困家庭的全面救助服务。China's new social assistance system should focus on achieving the overall goal of providing more reliable social assistance, integrate major assistance projects and build a 'bottom safety-net' based on the urban and rural subsistence allowance system, remedy the shortcomings and improve the social assistance system and strengthen informationization to further optimize the management of social assistance. With respect to selecting the pathway, we should make the subsistence allowance system the basis, integrate and link together health-care, education,employment and housing as well as other assistance programs, lay a solid 'foundation' for the new social assistance system and adopt a policy for categorizing people needing assistance and implement it in a step-by-step manner, so as to provide a full range of assistance services to poor families.
