试论构建服务型公安机关

摘　　要：构建服务型公安机关是我国建设服务型政府的必然要求,是改变当前公安工作窘况的迫切需要,更是提高公安工作效率的核心之举。当前,我国建设服务型公安机关的实践遇到了如陈旧观念难以转变、联合社会共同服务难、公安经费保障欠缺等问题。因此,构建服务型公安机关,必须提高服务责任意识,减少公安行政层级,警力下沉基层一线,创新公安工作方法。The construction of service-oriented public security organs represents a necessity for construction of service-oriented governments,an urgent demand of changing the present predicament in the public security work,and more over,a core initiative for improving the public security work efficiency.Presently,the construction of service-oriented public security organs is faced with difficulties in changing the traditional concepts,troubles in making joint efforts with the communities to provide common services and lack of public security funds safeguard.Therefore,the construction of service-oriented public security organs calls for improvement of responsibility and service awareness,reduction of administrative levels,transfer of the police power to the first-line grassroots levels and innovation of the public security work.
