摘　　要：突发公共事件公众应急能力评价,是目前社会公众应急能力建设不断完善和发展中急需解决的问题。文章在明确突发公共事件公众应急能力评价涉及的相关概念基础之上,系统分析国内外现有的公众应急能力评价的概念框架,最后分析总结,为以后开发突发公共事件公众应急能力评价工具提供理论依据。Emergency response capability assessment on the public is the urgent problem during the constantly improvement and development of emergency response capability building. This article firstly clearing the public emergency response capability assessment's related concepts,then analysis the existing conceptual framework at home and abroad, finally, put forward an comprehensive framework to assess the response capacity of the public in order to provide a theoretical basis for the late development of public emergency response capability assessment tool.
