社会突发公共卫生事件对监狱卫生防疫体系建设的启示

摘　　要：突发公共卫生事件处置按属地管理。监狱是个禁区,有自己的卫生管理部门。通过对法律和文献的分析,从监狱管理部门应建立有力的应急指挥中心;规划药械的储备和供应;医防协调;构建敏感、高效的预警体系;储备多学科的专业人才队伍;与新闻媒体沟通,尊重民众知情权等五个方面对监狱卫生防疫体系建设提出建议。为监狱卫生防疫体系建设提供参考。The management for public health belongs to dependency management. Prison is a restricted area,which has own health management department. Through the analysis of laws and documents, the suggestions were put forward from the five aspects, including the construction of disease control and prevention system in prisons, establishing an effective headquarter responsible for emergent events of public health in prisons,making early plans of drug and instruments reserves and supplies,attaching great importance to the coordination between treatment and prevention,setting up a sensitive and effective early warning system,reserving a multi-disciplinary professional team to deal with emergent events of public health in prison,and keeping effective communication with the media to respect the people's right to know. This paper provides good references to the construction of disease control and prevention system in prison.
