广州城市“水浸街”的现状与对策

摘　　要：通过分析广州市中心城区内涝灾害(俗称"水浸街")现象,寻找在治理问题上市政府投入太大而成效太小的原因,借鉴国外雨水治理利用的经验,指出广州市在防御和整治"水浸街"问题的方向:制定严格标准的政策法规,强制、规范雨水的利用;建造大型地下雨水储蓄工程;运用智能化信息化管理系统进行雨水管理。This paper analyses the water logging phenomenon in downtown area of Guangzhou City( referred to as'Flood Eroded Street'in Cantonese) and tries to look for the reason why the problem still exists even though the municipal authorities have invested a huge amount of money on the problem. After examining the management of rainwater in foreign countries,it is pointed out some sustainable rainwater management solutions for the city: enacting strict policies and regulations to standardize the mandatory use of rainwater; building large underground tanks; developing an intelligent information management system.
