罗源湾围填海的海洋环境影响分析

摘　　要：罗源湾因其重要的区域位置和良好的社会经济条件,被列为福州港的外港和国家级台商投资区,主要功能定位为港口航运、临港工业和水产养殖。由于土地资源紧缺,罗源湾围填海活动对推动区域经济发展发挥了巨大的贡献。然而,由于湾内大量截弯取直和顺岸平推式的围填海工程导致湾内海洋环境质量和海域空间资源日趋衰退,纳潮量减小、环境容量降低、水交换时间延长、海水环境质量下降、生物多样性减少和渔业资源萎缩等使罗源湾资源环境与海洋经济的可持续发展面临巨大压力。而且,按照罗源湾港区规划和海洋功能区划,未来10年还要开展围填海工程,届时罗源湾的资源环境将面临更大压力。因此,建议改变罗源湾现有的围填海方式,优化港区的平面布置,同时大力整合码头资源,推进公共码头建设及其配套服务,使宝贵的岸线资源得到最大化利用。Luoyuan Bay,depended on its important location and good social and economic conditions,is located as the outer harbor district of Fuzhou port and national Taiwan Residents investment zone. Its main function is the port,maritime,port industry and aquaculture.For a long time,the reclamation has made huge contributions to regional economy development. However,due to large scale reclamation,the marine environmental quality and marine space resource in Luoyuan Bay were declining,for example the tidal volume,environmental capacity,fishery resource and biodiversity decreased,which brought great pressure on resources and environment and marine economy sustainable development. Moreover,according to the port planning and marine functional zoning of Luoyuan Bay,marine reclamation will continue in the next 10 year. By then the marine environment will face greater pressure in Luoyuan Bay. Therefore,it is suggested that the existing reclamation mode in Luoyuan Bay should be changed and the port layout should be optimized. What's more,in order to maximize the coastline,it is necessary to integrate the ports resources and promote the public ports construction and systematic service.
