摘 要:本文以电解铝生产的碳排放数据为切入点,通过工业生产流程图的绘制、系统边界的划定、确定优先序以及数据整理等,构建了符合该行业生产实际的低碳排放计量模型,对电解铝生产过程中二氧化碳、全氟化碳等温室气体排放进行了准确测定与计量,并从计量参数的不确定性和计量模型的稳定性两个方面进行了检验,得出该计量模型可以相对有效且精确对该行业碳排放水平进行测定,及加快节能降耗等新技术的研发步伐是电解铝企业低碳生产重点的结论。弥补了现阶段该行业实际生产过程没有统一、定量、全方位考核和管理温室气体排放量方法的缺陷,并进一步为国家环保部门制定适宜该行业及配套相关工业生产中二氧化碳、全氟化碳等温室气体排放限额与测算方法,及优化行业结构、推动产业升级和技术改进并最终实现国家节能减排目标提供决策支持。To further implement the'12th Five Year Plan',our country vigorously develops different measures aiming to energy- saving,emission reduction and climate- changing,and constantly improves the governmental evaluation system construction for industrial enterprises to the fulfilment of energy- saving and emission reduction targets. This paper first starts with carbon emissions data in electrolytic aluminum production process,and then builts a practical low-carbon emissions measurement model by drawing its flowchart in industrial production,defining system boundary,and determining priority order and by data compilation,etc. Greenhouse gases emissions such as carbon dioxide and perfluocarbon( PFC) in electrolytic aluminum production process are precisely measured. Besides,tests are carried out on the uncertainty of measurement data and the stability of measurement model. In conclusion,the econometric model can be relatively efficient and accurate for the industrial determination of carbon dioxide emission level and accelerating the research and development pace of consumption of energy and other new technology in electrolytic aluminum enterprises is a key for their low- carbon production. These achievements make up the defect that the actual production processes do not have uniform,quantitative,comprehensive assessment and management of greenhouse gas emissions at this stage,and further formulate carbon dioxide,perfluorocarbon and other greenhouse gas emission limits and measurements appropriate to the industry and related industrial production for the state environmental protection departments,and optimize industry structure,promote the industrial upgrading and technological improvement and provide decision support in order to ultimately achieve the national energy- saving emission reduction target.
